Each regulated event is recorded the moment it happens, with who recorded it, where, and from what source.
Added to, never rewritten
Each entry carries the hash of the one before. Change any entry and its hash changes, and every entry after it fails the check. There is no quiet rewrite.
Checked, not trusted
Checking the record means recomputing its hashes. Anyone you authorize can run the check on the whole history, any day of the year.
